Marrieds, is this normal at all?

I can’t tell if my husband is just not initiative or if I am being impatient. I am usually the one to bring up important issues (such as our future planning) for discussion. Sometimes I think that maybe he is too proud to discuss with me anything and sometimes I think that he is not as interested as I am. The worst part is that he hates it when I initiate these discussions, I he seems to feel it’s in his place as a man to do that but if I don’t bring it up I wait and wait for months and months and still no word from him even after I request him to. A few times he finally addresses the issue at his own time and suddenly things happen fast but by then I’ll be so unhappy about it. Is it normal for men to act this way? What could be the problem?
