I have tiny transparent larvae that seem to transport by crawling over each other. This occures outside?

I have tiny transparent larvae that seem to transport by crawling over each other. This occurs outside? They were seen coming from the grass area to patio. There were at least hundreds or more that made up what looked like 2 mop strands. They have what seems like black eyes
