In your opinion, is this shelter committing animal cruelty?

Yes, in my opinion you have enough information to sue them if you REALLY wanted to. They could get in a lot of trouble for this. You might want to ask other people if they have had any problems with the animals. For instance, if you know someone who has adopted a pet from that shelter than ask them if they had problems with the pet. But yes, this should be illegal. :b
